Delo Concerned about Ombudsman's Ebbing Authority

Daily Delo voices concern on Monday about the state's unresponsiveness to appeals by the human rights ombudsman, arguing that the ombudsman's authority is being increasingly undermined.

Just like her predecessors, Human Rights Ombudsman dr. Zdenka Cebasek Travnik has been warning of the citizens' weak legal security: unreasonably long trial times, especially in proceedings involving children; inefficiency of enforcement; complaints against lawyers, notaries, prosecutors; inefficiency of inspection services.

Delayed action by state bodies is taking on the extensions leading to a demolition of the rule of law, Delo says under "Anarchy", adding that the power structures are contributing to the situation themselves by belittling the institutions of the human rights ombudsman and the Constitutional Court.

The ombudsman has been warning of attempts to reduce the authority of her institution since soon after she assumed office. Delo quotes the example of the Ministry of the Environment and Spatial Planning, which received more than 30 letters with questions from the ombudsman last year, but failed to answer any.

Faced with non-reaction, the institution has resorted to a possibility given by the law of notifying the prime minister on the matter in a decision that has no precedent. However, what causes even more concern is that the PM has not responded either.
